History of The M3 Motorway
The M3 motorway has a long and rich history that spans over 50 years. It was built in sections from 1971 to 1995 and has since been upgraded to modern standards, with several areas widened or dualled. The motorway has also been converted to a Smart Motorway, turning the hard shoulder into a permanent fourth lane with emergency refuge lay-bys. The highway has also faced challenges and controversies over the years, especially regarding its environmental impact, especially on the wooded Twyford Down, where road protests delayed its completion.
Facts and Figures
- The M3 motorway is a crucial part of the strategic road network and provides a vital economic link from the Midlands (via the A34) and London to the major ports on the south coast (via the M27). By 2036, this 10-mile stretch of the M3 is forecast to carry at least 20,000 more vehicles daily compared to 2015.
- The M3 motorway has a total length of 58.6 miles (94.3 km) and has 14 junctions. The highway has three lanes in each direction for most of its length, except for a two-lane section between Junction 8 (A303) and Junction 9 (A34) and a four-lane section between Junction 12 (Eastleigh and Chandler’s Ford) and Junction 14 (M27).
- The M3 motorway has different traffic volume levels depending on the location, direction and time of day. In 2015, the busiest section of the motorway was at Chandler’s Ford, which carried a daily average of around 130,000 vehicles. The quietest section was between Junction 8 (A303) and Junction 9 (A34), which had a daily average of approximately 40,000 vehicles.
- The M3 motorway has been upgraded to a smart motorway between Junction 9 and Junction 14, which aims to improve traffic flow, reduce delays, increase capacity and improve safety. The scheme involves turning the hard shoulder into a permanent fourth lane with emergency refuge lay-bys, installing variable speed limits and traffic signs, and using CCTV cameras and sensors to monitor traffic conditions.

Traveling on the M3 from Richmond to Winchester for the past 18 months – I am concerned about the amount of debris on the righthand side of the fast lane. There are re-treads, garbage, and metal structures with sand bags (no longer any signage). All of these things are hazards and could be fatal (especially the metal structures). Please have the road cleaned/cleared. Thank you.
J3 to J2 London bound M3 at standstill due to pile up
M3 motorway restrictions from j14 and 11 with roadworks to change the barriers that started in August 22 and will end (if you can believe them) in Summer 2023. When I drive past in the mornings there is no one working, same at night. Where are the workers? Last week I went home during the day and out of 8 men I counted 5 were looking at their mobile phones just standing around. Now after 3 months work I see no new barriers. Who is charge? and who is paying for all the mess?
I know they’ve beeen going on for some time now, but what is the lane closure for on the M3 between Junctions 3 and 2 London bound?
Who is the authority of England motorway ? No notice displayed in the board but all in a sudden you can find your exit is close.
Last night there is no sign in the M3 London bound for exit to M25 is close. And it’s happened so many times.
Almost 15 miles to drive back home by alternative road.
